ISLAMABAD: An Additional Sessions judge Wednesday set free CIA contractor Raymond Davis, who killed two Pakistanis on a busy road in Lahore, after payment of blood money (Diyat) in accordance with Sharia law of Pakistan, sources said.

Talking to Geo News, Punjab Law Minister Rana Sanaullah said the court released Raymond Davis after the family members of the murdered men appeared in the court and pardoned the US National after an agreement was reached between the two sides. “He has been released from jail and now it is up to him to leave the country whenever he wants,” the Minister added.

The families of the murdered men, Fahim and Faizan, accepted the blood money of 2.34 million dollars (equal to Rs200 million) while, according to sources, four US visas were also part of the deal.

The killings by Raymond Davis in Lahore in January strained relations between Pakistan and US, who repeatedly insisted Davis was an embassy employee and enjoyed diplomatic immunity, particularly after it emerged he was working for the CIA.

Only IG Police, US Consul General in Lahore Carmela Conroy and lawyers were present during the hearing in Central Jail, sources said.

The counsel of the bereaved families, Manzoor Butt alleged that the families of Faizan and Fahim were forcibly brought from their homes to the court.

Lawyers for the families said they had been held on gun-point for four hours at the jail court where Davis was being tried on Wednesday, but had not been allowed to witness proceedings. They were also warned against uttering a word before the media, sources said.

Blood money, or ‘Diyat’ is a provision under Islamic sharia law in which compensation can be paid to relatives of those killed to secure a pardon, and is commonly used to resolve such cases in Pakistan.

The Davis case had sparked protests in Pakistan, with religious groups angrily denouncing the American who claimed he acted in self-defence to fend off an armed robbery when he shot dead the two men.

US authorities insisted Davis was protected by full diplomatic immunity, but the Pakistan government refused to back that claim and a decision on his status was on Monday deferred by the Lahore high court for criminal judges to decide.

Revelations that Davis was a CIA contractor heaped pressure on Pakistan's embattled government and further ramped up burning public mistrust of Washington, damaging fragile relations between the two wary allies.

A third Pakistani was struck down and killed by a US diplomatic vehicle that came to Davis' assistance in the January incident. US officials denied Pakistan access to the vehicle, and the occupants are widely believed to have left the country. (Geo/AFP)

Is Telecom Sector Involved in Parchi System?

First of all, let me be clear that I am writing this after getting inspiration from Telenor’s Khamoshi ka Boycott campaign.

After reviewing their earlier advertisements and criticizing them hard (based on our own viewpoint), I must admit that their this particular TVC about parchi system is indeed something to look at.

Though, call it pessimism or maybe I am more realistic, I don’t find this campaign bringing a significant revolution in terms of changing the current parchi system in our culture, however, it indeed has triggered us to think the state of HR policies in various organizations.

And today, we will talk about Telecom sector!

I have spoken to more than a dozen telecom officials in last two days, and asked them about their HR policies, recruitment procedures and chances of being influenced by Parchi, references and the pressure from external sources in employing someone.

Public Relation departments of Mobilink, Telenor, Ufone, Warid and Zong were of the view that there is no ‘parchi system’, at all, in their respective companies, hence we can conclude from their conversations that Parchi System is something unknown to telecom sector.

Though, couple of of them, including Telenor PR Head, agreed to a point that they are at times asked and influenced by regulator, government officials, regarding jobs – but they never entertain such requests.

On other hands, when I spoke to other departments especially the HR officials in various organizations, they hinted us of parchi system, to some extent at least.

One of the official said:

Telecom companies are part of Pakistan ’s socio system. So we can’t separate this industry from the rest of the country. How can you think of a Telecom company not being influenced by regulator, government or those who have got higher stakes in management?

While I agree with this official, here is one more viewpoint from another unnamed official:

Parchi system was largely in-practice just few years back, when telecom sector was booming. I can give you names, examples, however, now – the situation is different. Every company is looking for best resource at best price so there are very little chances of hiring someone based on some external pressure.

After saying this, he agreed to following:

If someone has got a reference, and he is capable at the same time, then obviously the candidate has better chances to get the job.

From all this, I can safely say that evidences of parchi system are there in telecom sector too, maybe not as significant as in other industries/organizations.

Ufone & JazzJazba Secured 3rd Position in Pakistan Web Awards

Telenor Pakistan Turns 6

Telenor Pakistan today celebrated its 6th anniversary by reiterating its commitment to bringing the benefits of telecommunications to people’s everyday lives, said a statement.

Bridging Digital Divide in Pakistan

Digital divide is a term used to define the gap between people with effective access to digital world and those who have no or limited access to modern technology in their daily lives.

Last one decade is widely considered as a decade of revolution as far as Pakistan Information and Communication Technologies (ICTs) industry is concerned. Mobile Phones and Broadband Internet have replaced land lines and Internet Cards respectively. But has it really reached through out the country or merely some big cities making them envied for the larger chunk of our population living in villages and small cities. We will have a look on this in following:

While in Pakistan, during the past decade the usage of Mobile phones and Internet has tremendously increased but our rural areas are still greatly devoid of this phenomenon. Though Mobile Phones have reached majority of the population but the Internet phenomenon haven’t reached as compared to Mobile phones.

While mobile phones are being used only as a mean of communication, Internet can be utilized to change the social conditions of any population.

Though Mian Shehbaz Sharif’s Punjab Government is providing facility of computer labs in Government schools through out the Punjab but there are no teachers to make these labs function and what function can they do when there is no electricity in the country.

In this regard efforts of Universal Service Fund (USF) founded by Government of Pakistan in 2006 are also recommendable. USF promotes the development of Telecommunication services in under-served areas through out the country.

The key objectives of USF are:

To bring the focus of telecom operators toward rural population and increase the level of telecom penetration significantly in rural areas through effective and fair utilization of the funds.
To improve the Broadband penetration in the country.
To bring significant advances towards enhancement of e-services, both in rural as well as urban areas of the country.
Since USF’s formation in 2006, it is working on Rural Telecom Projects in un-served areas, for which contracts have been signed with major Telecom service providers in the country for providing telecom services.

USF is also contributing to other fields. The special project ‘ICT for persons with disabilities’ involves providing ICT related equipment for special person’s institutions.

Here is what Sustainable Development Policy Institute (SDPI) a non-profit group based in Islamabad suggests about how to measure and bridge the digital divide:

The importance of information and communication technologies (ICTs) to economic development has been recognized widely during the last decade. The development promises made by the significant growth of ICTs are challenged by the so-called digital divide. The ‘digital divide’ refers to the drastic differences in levels of ICT access between different population groups.

Pakistan also faces a Gender Digital divide where girls don’t even know how to operate a mobile phone and a computer. The steps taken to bridge the digital divide in the country includes an accord with Microsoft in January 2010 called “Microsoft Computer literacy program”


A similar accord was signed by Punjab government with Microsoft in Jan 10 under which Microsoft will extend its support for the development of local IT industry. The company will also setup an innovation centre at software Technology Park.


Steps to Bridge Digital Divide in Pakistan


Here are some of the steps that need to be taken immediately by the Government to bridge the Digital divide in the country:

A federal level survey of every district and every village of the country to access the level of the predicament.
Provide sufficient funding and employ private-public partnership to reach to the masses.
Provide full support and necessary tools to equip the low economic background people.
Make a regulatory body independent of political influence.
Provide public with clear goals and direction for the project.
These are only the few basic steps to bridge digital divide in Pakistan for the smooth flow of knowledge to every corner of the country and uplift the standards of the poor classes of our country and bring them into the National fabric for better functioning of our economy and improve our image as a friendly Nation in the world community.

PTCL to Offer ICT Solutions to Sindh Government

PTCL has signed a contract with Sindh Government to provide it a system which will ease of the tax collection procedure, reported Daily Times.

Under this agreement, PTCL will provide data connectivity solutions to Excise and Taxation offices throughout the province of Sindh for integrating the tax collection process.

This will not only facilitate taxpayers in submission of taxes but will also result in transparent and efficient tax collection processes in the province.

Excise & Taxation Department is the main tax-collecting agency of the provincial government. The department is responsible for levy and tax collection.

These services offer secure, reliable and integrated end-to-end domestic connectivity solutions to cater data connectivity demand of tax collecting department.

PTCL will equip the government of Sindh with its state of the art data center services, satellite communication links, videoconference and wireless broadband services.

The agreement signing ceremony was held at the office of Secretary Excise and Taxation Manzoor. A. Memon on March 14, 2011.

Supernet Enhances its VSAT Network Capacity

Pakistani ISP and satellite service provider Supernet recently inked a capacity deal with SES World Skies for Ku-band transponder capacity on the NSS-6 satellite to support a large VSAT network for Pakistan’s corporate enterprise market, reported Satellite TODAY, citing Supernet CEO Imran Malik.

Malik while speaking with Satellite Today said that the SES World Skies capacity would enable Supernet to streamline its operations.

“We have physically split our two VSAT business segments – broadband Internet and enterprise networks – so that all of our enterprise VSAT customers are now being supported by the Ku-band capacity on the NSS-6 satellite,” he said.

According to information that we have got from Supernet, it looks that this split in both the segments is made while keeping long-term business strategy in mind.

This current capacity from NSS-6 Satellite is in addition to a partnership that company signed in 2010 with YahSat to provide the Ka-band YahClick service in Pakistan.

We want to use our existing broadband VSAT service to develop customers for our YahClick service. Thus we intend to be very aggressive with our broadband Internet service. Ku-band capacity is very hard to find in our region.

We can definitely use more and are actively looking for FSS Ku-band capacity.

Supernet has seen a significant growth in demand for VSAT services in Pakistan in the last few years. While Malik believes that 2011 will be a slightly slower year compared to previous years, he is confident that the GSM backhaul market will see good growth in the long term.

In 2011, our major growth driver will still be GSM backhaul. I see a shift from the fully loaded SCPC circuits to lightly loaded, shared VSAT sites. The Universal Service Fund can also play an important role in fueling the demand for VSATs.

We are looking at becoming a service provider in our neighboring markets as well, but in Pakistan, we see the state of the economy and the extended crisis in governance as a major challenge to growth. Competition will push profitability downwards.

The best part is that, by virtue, a few of our long-term contracts from 2010 are virtually guaranteed for the next three years, said Mr. Malik.

Google’s Person Finder For Earth Quake Affected Japan


After a huge disaster in Japan , Google has launched a very useful service for the people of Japan to search for their missing beloved ones.

The tool is available in English and Japanese. Users can click on the “I’m looking for someone” link or the “I have information about someone” link and enter what they know. Search by name or parts of a name, or – if you have information – enter the family or given name to create an entry.

Google stressed that all data entered is available to the public and viewable and usable by anyone. The search giant also does not review or verify the data entered into the system; after the immediate crisis has passed, Google archives the data. At this point, the system is currently tracking about 7,200 records.

After 2005′s Hurricane Katrina in the U.S., a variety of organizations created missing person registries, making it difficult to keep track. As a result, Google Person Finder accepts data from other registries using a common format known as PFIF, which was established by volunteers of the Katrina People Finder Project. Google engineers built the first Google Person Finder after the January 2010 earthquake in Haiti.

The program has an API, which lets press agencies, non-governmental agencies and others contribute to the database and receive updates. Web sites can also embed Google Person Finder as a gadget on their own pages.

Lahore: Home of First Ever Computer Virus


Just in case if you don’t know, First ever PC computer virus, named as Brain, was written by two Pakistani bothers, Amjad Farooq Alvi and Basit Farooq Alvi, who are currently running an ISP, IPTV, Telephony and various other services under the name of Brain Telecommunication Limited.

Birthplace of this harmless virus is exactly where Brain’s office is today, and interestingly, both the brothers mentioned their address in virus code that they had written:

At 25th anniversary of computer viruses, Mikko Hypponen, Chief Research Officer at F-Secure, visited Pakistan to look for the home of 25 years old BRAIN virus, which turned out to be the root of multi billion anti-virus software industry.

This virus was not destructive in nature, in fact, it was created to test the replication attributes of DOS. Brain was capable of copying itself to every disk that was inserted in Brain-hit computer. The only effect of BRAIN virus was that it used to change the disk label (the “name” of the disk). The volume label used to change to read: “©Brain”

Get 4G License for the Price of 3G


The relief of various telecom operators may get disrupted, especially those who were advocating for 4G in order to escape from 3G rollout and the investment, if the title mentioned above turns true.

And the news is, that Government may think of allowing 4G rollout for the price of 3G, meaning that operators will have to pay for 3G license, and they will be allowed to rollout 3G or 4G based on their strategy, needs and the will.

According to Express Tribune, this groundbreaking idea is revealed by Dr. Yaseen, Chairman PTA, himself.

This actually shows how keen the government is to giveaway 3G licenses, apparently, not because that the people of Pakistan need it (if this was the case then we could have 3G back in Feb 2009), but for a fact that current government wants to make some money out of 3G license auction – more than a billion dollar at least, according to industry experts.

If, as opined by Chairman PTA, government eventually allows such a liberty to operators to opt between 3G and/or 4G rollout, all those anti 3G and pro-4G voices will dissolve, who were resisting 3G on the shoulders of 4G to avoid 3G and to save their reputation at the same time.

Based on level of disinterest shown in 3G seminars, it is apparent that telecom operators are in no mood of investing anything, due to low or no profits at all.

However, on other side, government has given the task to Chairman PTA to prepare the industry for 3G, at any cost. Reportedly, current government is trying to reap the potential of 3G license fee, based on India’s recent experiment of making 14.6 billion dollars from 3G licenses.

But again, the question is: Do we really need 4G or even 3G? Do we need to invest billions of dollars for the facilitation of very fewer numbers of customers who may need higher broadband on the go?

And just for a hint: telecom operators are planning to offer 3G services with 2G license. Don’t ask me the how part for now, as things are at ultra classified level for now.

PML-N Website Gets Hacked!

It a recent development, Pakistan Muslim League (Nawaz) lost control of its official website when a hacker, apparently from Pakistan, defaced its official website.

Below is the screen shot provided, courtesy of Google Cache as PML N was quick enough to forward their URL to a backup page available here http://www.pmln.org/.

It looks that Hacker is fed-up of the current state of Pakistan. He tried to record his/her protest by hacking into PML-N’s website and left following comment:

Plz stop filling your own pockets, think about for your country, Our country

Yeh hai To tum log bi ho and if our Pakistan is not on the map then you won’t be Aswell.

LESCO Questions Mobilink’s Bill Payment Service

Lahore Electric Supply Corporation (LESCO) is apparently not happy with Mobilink’s Utility Bills Payment Service. They are arguing that Mobilink didn’t contract with them for the bill collections.

Mobilink recently launched bill payment service, which allow any (Mobilink or non-Mobilink) customer to pay their utility bills at Mobilink service centers, franchises and special outlets.

However, now LESCO is of the view that Mobilink is not authorized to collect power bills as it is not in any agreement with LESCO.

In a news item published in Dawn today said:

LESCO has nothing to do with media advertisements by Mobilink for collection of power bills.

On other hands, Mobilink is of the view that they have contracted NADRA for the payment of bills and they have got nothing to do with LESCO, directly, for the said concern.

Company said that they are using NADRA’s bill collection service to serve those who come to Mobilink’s franchisees, service centers and other company outlets.

We have heard that LESCO is planning to give a public notice in three papers tomorrow to let the people know that LESCO isn’t in agreement with Mobilink for the bill payments.

While both the companies have their stances, consumers may get confused with the situation and may end up not paying the bills through Mobilink bill payment service.

It merits mentioning here that LESCO did the same thing with EasyPaisa, when it issued a public notice against EasyPaisa of similar nature. Later on, Telenor managed to settle the issue by giving the company persona numbers (along with bill collection contract of course).
